The reform is being worked on by the National Working Group, initiated by the Polish Financial Supervision Authority (KNF). Its members include representatives of, among others, the Ministry of Finance, the Bank Guarantee Fund (BFG), the Polish Financial Supervision Authority (KNF), GPW Benchmark, BondSpot SA, the National Bank of Poland (NBP), banks, as well as the key entities involved in the use of benchmarks in Poland.
WIBOR - POLSTR
The planned transition from WIBOR to POLSTR is primarily aimed at adapting to the latest international trends favoring benchmarks based on overnight transactions. This trend emerged based on the Benchmarks Regulation (BMR) issued in 2016 by the European Parliament and the Council.
About the reform
The benchmark reform is one of the processes occurring in financial markets worldwide. Successive markets are deciding to move away from IBOR-type benchmarks in favour of overnight ones. Such changes are also taking place in Poland in relation to WIBOR. GPW Benchmark S.A., the WIBOR administrator, has already announced its intended cessation. National Working Group (NGR)
POLSTR in loan agreements
- POLSTR is set to become the future benchmark used in loan products offered by banks.
- For existing loan agreements, the replacement of WIBOR applicable to a given Customer will take place in accordance with the provisions of the loan agreement and/or the regulations constituting its integral part.
- If the executed loan documentation contains no such provisions, WIBOR may be replaced by virtue of a regulation of the Minister of Finance specifying the appropriate substitute rate. No draft of such a regulation is currently available, and recent announcements from the Polish Financial Supervision Authority (KNF) and the Financial Stability Committee do not indicate any immediate plans for its issuance.
POLSTR in deposit agreements
- For agreements in deposit products that have already been signed, replacing WIBOR and WIBID in relation to a given Client will take place in accordance with the provisions of the terms and conditions as an integral part of the agreement.
- The changes primarily concern deposit products that use the WIBID O/N and WIBID S/W benchmarks for variable interest rates – these benchmarks will cease to be published as of 1 October 2026.

Notice to Customers of BNP Paribas Bank regarding WIBOR and WIBID benchmarks: 1M, 3M and 6M
This information applies to Customers who currently hold products utilising 1M, 3M and 6M WIBOR and WIBID benchmarks.
On 18 May 2026, GPW Benchmark S.A. (the benchmark administrator) and the Polish Financial Supervision Authority (KNF) issued announcements regarding the cessation of the provision of specific WIBOR and WIBID tenors under an orderly wind-down procedure.
According to these announcements, the calculation of the most commonly used WIBID and WIBOR benchmarks – namely the 1M, 3M and 6M tenors – will continue until 31 December 2036. The effective date of their cessation is 1 January 2037.
If you are currently a party to an agreement (such as a loan agreement) with a variable interest rate based on one of the above benchmarks, it will remain applicable in accordance with the executed and effective agreement until 31 December 2036 at the latest.
The announcements referred to above are available on the websites of GPW Benchmark S.A. and the Polish Financial Supervision Authority. The announcements also stipulate that the Bank may use these benchmarks when entering into new Customer relationships only until 31 December 2026, and their subsequent application may not extend beyond 31 December 2036.
If your agreement applies one of the above benchmarks, then upon the cessation of its calculation, the primary governing provisions will be those within your agreement or the relevant regulations concerning the procedures to be followed should a benchmark cease to be provided.
The Bank will inform you about any changes affecting your agreement in a separate communication.
Communication for [Bank] clients regarding WIBOR and WIBID: O/N and S/W
This information concerns clients who currently hold products that use the WIBOR and WIBID: O/N and S/W benchmarks.
The benchmark administrator – GPW Benchmark S.A. – and the Polish Financial Supervision Authority (KNF) have published communications, respectively:
- on 30 September 2025 in relation to the O/N, 1Y, T/N, and 2W tenors; link to the communication
- on 19 May 2026 in relation to the S/W tenor; link to the communication
concerning the cessation of the provision of specific WIBOR and WIBID tenors through an orderly liquidation process.
In accordance with the above communications, the provision of the WIBID and WIBOR tenors listed below will continue until the end of September 2026. Their cessation date is 1 October 2026.
If you are currently a party to a deposit agreement with a variable interest rate based on one of the above benchmarks, then:
- in the case of WIBOR and WIBID O/N and S/W, they will be applied in accordance with the concluded and binding agreement until 30 September 2026 at the latest;
- in the case of WIBOR and WIBID 1M, 3M, and 6M, they will be applied in accordance with the concluded and binding agreement until 31 December 2036 at the latest.
If one of the above benchmarks is used in your agreement, then at the moment of its cessation, the relevant provisions of the terms and conditions regarding the procedures to be followed in the event of the cessation of a benchmark will primarily apply.
